- The resurgence in oil storage investments in Europe over the past couple of years has been driven by the perception of growing products imports in the coming years.
- Part of the pressure for this has come from capacity closures in the refining sector: so far in this current cycle, around 600,000 b/d has been shut in Europe but there is currently over 1.5 million b/d of capacity up for sale, some of which will almost certainly close if buyers cannot be found
- Although refinery closures provide the feed for increased imports, they also potentially increase third party storage capacity as an attractive residual use for the facilities
- The timing, location and pace of future refining closures will thus have an important impact on European storage requirements. Also important are the investment and trading strategies of East of Suez export refiners. Have these changed in the light of the depressed outlook for refining operations since the recession? How well matched, therefore, is the increased European storage capacity compared to likely future requirements?
