Day One, Tuesday 28th March
9.50 StocExpo welcoming speech by Peter Patterson, Managing Director, StocExpo
10.00 Setting the scene: opening remarks from session chairman Hans Kuipers, Managing Director, Hans Kuipers Consulting
Opening presentation: An analysis of the Buncefield terminal fire
Guest speaker: John Mills, Assistant Chief Officer, Hertfordshire Fire and Rescue Service
John had a number of responsibilities at the Buncefield incident near Hemel Hempstead, England, including high level inter-agency planning and co-ordination. He was the frontline incident commander during the first three days of the fire, dealing with specialist advisors and health and safety aspects of the firefighting activity. John will tell the StocExpo audience about what the fire-fighting teams found when they arrived at the depot, the challenges faced by the teams at the site, how the fire was tackled and what was learnt from it.
The Buncefield Oil Depot fire in December 2005 was the largest fire in peacetime Europe, requiring over 1,000 firefighters, 60,000,000 litres of water and over £1,400,000 of foam concentrate to bring it under control. The incident caused major disruption to local businesses, the public, schools, and fuel logistics. Some of this disruption is ongoing three months later.
